I highly recommend http://www.elance.com
Search CraigsList section “Gigs” - in any/every city nationwide and abroad OFTEN!
Advertise on CraigsList - Advertise on BackPage. Both are free (with upgrades available) except in certain cities.
Backpage has brought traffic to my sight from coast to coast!
Get your own website up quickly if you don’t have it available yet.
Freelance opportunities abound out there!

But - I most highly recommend elance. I would not recommend “www.freelancework.com”
Create a website for you portfolio and just start posting your services wherever you can think of. Ask your friends if they know people who need websites. The best way to start is just putting yourself out there.
Just start talking to people and emailing people. You’ll be suprised how well networking works when it comes to web design especially if you come across as organized and not a flake.
You can put an ad in the paper and make up some brochures or cards. Vistaprint has pretty good prices on brochures and cards.
Put up a web site offering your services. Start advertising on craigslist.org. That should get you started. Do some jobs very inexpensively to build a portfolio.
Try starting with business cards and free local advertising in either the news paper or bulletin board. Give your card out ever where. ASk you friends and family to give them out too. Once you get a handful of customers word of mouth will be the rest. You can also try calling on local small business that may be able to use your services. Ask for a meeting with someone. Don’t ever leave messages. It opens the door for avoidance.
